The release of these high definition videos maybe part of Nasa's time release program or it maybe because there has been lots of pressure on Nasa to release the high definition videos from Apollo 11.
The reason why the quality of the video from Apollo 11 is so bad, is because the original analogue tapes containing the pictures beamed direct from the lunar surface were lost almost as soon as they were recorded. By lost Nasa meant hidden away and not to be released to the public. Instead bad copies made from a 16mm camera pointing at a heavily compressed image on a black and white TV screen has been the only record of the event.
Nasa never informed the media, universities and scientists etc, that there were much better quality videos from the Apollo 11 mission. Nasa has acted as if these tapes aren't important at all, when in fact they are the most important videos of all time. Nasa is very meticulous with all their records and there is no way that these tapes could disappear.
The reason why Nasa is hiding these tapes is because new video enhancing techniques can make even an old grainy video much clearer. The pictures on each frame change very little and a computer can use frames with less interference in it to enhance the overall quality and bring out more detail in a film. This is the only possible reason why these tapes are hidden.

You mean that little lens flare? Moving opposite and in sync with the brightly lit astronaut? It's like the one the yokels call a "frog" or "coke bottle" Notice they always move opposite and in sync with something bright, usually the astronaut, moving.
