It's because shouting: Gypsies, tramps and thevies. Is a completely unrealistic and victorian-like method of winning voters. Rather than trying to help people get jobs and public spend to deal with the problem (no public spending contributes this) it's another way of doing-down the poor. The reason why there is tramps and theives is largely down to the tories, the more they cause it, the more they go ", the scroungers, vote for us, we're the party who believes in 'responsibility and eliteism"

it's not that he was "against" thieves, but rather that it was obviously electioneering
hence the next line "they're hated by the voters in the town" - the town representing the Middle England constituencies either party requires to win a General Election
clearly, you can't remember the '05 General Election and/or you don't have a very good understanding of British politics

You might, if you warp your mind with political correctness, think that gypos and tramps are a "good thing".
But it really is quite something to lambast a politician for being against theives.
I dare you to give a good arguement as to why "doing them (theives) down" could be anything but a wise move.
