I work for the thruway. You'd be amazed how many people try to come through my toll lane without any money. That makes a lot of extra paperwork to arrange for them to mail in the toll later. I've had people refuse to pay because they got off the wrong exit by accident and think that it should be free.
99 percent of customers are perfectly nice, but you get 1 percent who makes trouble and it holds up the lanes.
