@FCCJStudent1 yes it is. The FAA calls them "Terminal Instrument Procedures (TERPS)" which doesn't make sense. I suspect it used to be "Terminal (and) EnRoute Procedures". Like all other FAA publications, they are available online.

WOW! What a waste of paper! BTW, is the TERPS manual where they publish IAPs?
