I'm speculating but I believe it's about Gila Katsav, the Israeli first lady from 2000-2007. The lyrics speak of a kingdom that's half hers and about someone keeping babies on their lap. It could be a critique on the state of Israel? I could also be way off!

I would look her up though, and see what you think

This song is like Playground Love by Air mixed with the eerie guitar part from Pink Floyd's Atom Heart Mother Suite, with a Nico-esque vocal...almost Scarlett Johansonn from the Tom Waits cover album...and I don't mean that as a negative.
