Assault on small SW community by Naval Aircraft

The U.S. Navy Education and Training Command has a cadet training facility located at the City of Bay Minette Municipal Airport in SW Alabama. Hundreds of training flights leave this airfield on a daily basis making a 360 degree circle each flight passing over or very near my house. These planes are very noisy and i have complained about this problem to the City of Bay Minette, the Naval Aviation Training Command, the FAA assistant supervisor of airports, the FAA noise abatement omsbudsman, Congressman Jo Bonner(R), Senator Jeff Sessions(R), Governor Bob Riley(R), et al. All of these officials have essentially ignored my complaints simply by passing the buck or by quoting from some obscure regulations concerning grant money doled out by the federal government. The Pensacola Naval Aviation Training Center official website states some of the aviation training had to be moved because of noise complaints received from residents of new subdivisions which have encroached on the main airfield in Pensacola. This is also taking place around Whiting Field and i assume other bases in the Pensacola area. Since writing letters to the various officials listed above, in my opinion, the navy has engaged in tactics to harass myself and my neighbors in the White House Fork, AL. community. The Navy signed a contract with the lessees of the Bay Minette Municipal Airport but 95% of the flights don't fly over Bay Minette but instead fly over this small SW Alabama community just outside the city limits. This is inherently unfair and the politicians for this area should remedy the situations immediately.
