The Famicom/NES was a very pirate-prone system. Its lockout method was easily circumvented, giving decent unlicensed game developers (like Tengen), less-than-decent developers (like Color Dreams) and pirates a way to easily make games despite not being cleared by Nintendo to do so.
Kart Fighter is one of the four zillion unlicensed fighting games made in the wake of Street Fighter 2. Unlike pretty much all the others, though, it's actually somewhat clever, and not a bug-ridden mess of an attempt to poorly port over an existing fighting game. Using the characters from Super Mario Kart, one player fights all the rest of the characters.
