i would love nicely colored garbage cans!! XD , the bags are cute ^_^ but does this mean that in New york City people don't have a set of cans? one the garbage, one for recycle and one for yard stuff like leaves and branches??!!?

It's not a matter of over consumption. It a matter of lack of recycling, due to lack of incentive.

People respond to negative reinforcements. Charge outrageous amounts for rubbish not sorted or just refuse to collect unsort rubbish and fine the resident/business for littering. Problem solved.
