Can someone please explain to me what anime is what? I try to look up the series but it says Read or Die the anime or Read or Die tv...Whats with the tv...can someone please explain this to me?]

@moogle890 Sure thing. This scene is from R.O.D. The TV, the TV series from the franchise. The other animated piece you might encounter, is the 3-episode-long Read or Die OVA, which is a prequel to the series.

@moogle890 Tv means it was televise ... meaning it got hit in the braodcasting networks. other anime's dont make it through the broadcasting system of japan meaning they failed to be televise ...

@mrxai658 Not exactly. This series was indeed airing on TV, while a previous installment of animation, also called Read or Die, was an OVA edition, meaning it didn't air on TV, but was directly sold as a tape (and/or maybe DVD, I'm not sure). So in order to have some difference between the original OVA and the spin-off series, they put the TV tag there. However, the original being an OVA doesn't mean it failed to be televised.
