That 'program note' is not helpful at all, due to the fact that it:
1) Could apply to any of his pieces. (or 90% of it anyway, except maybe the 'ten punctuations' part)
2) . . .is, well, one of his program notes, referring only to the deep, abstract background structure, about which most of us care little.
My usual advice applies . . . listen only to about 30" of this on any given day, and you'll enjoy. Once you 'know' it, you can listen to more of it at a time.

I never tire of this piece! Babbitt is great. Quick question: Is this from the Paul Zukofsky disc, alongside Septet but Equal?
