This is definitely a step towards positive change! However I feel there is a disconnect between the intended concepts supporting your terminology ('citizen' and 'consumer') and the general public's perceptions with these terms, Mr Harwood. In an age dominated by Western ideals of self-promotion and individual gain, the term 'citizen' may well conjure immediate thoughts of one's 'rights' as opposed to one's inherrent 'responsibilities'. Again, as ever, education is the key.
