Vending and Solicitations is two different thing. To expose a product in public is solicitation even if you don't sell anything. To expose it, whether to sell it or not is a problem. Downtown Atlanta is notorious for mobile vendor who have little regards for vendor who pay $1500 a month to sell goods, and they the sales of soda/chips that they can get there hands on. The city have allowed this problem to ferment. I personally got locked up for selling watches on train in 06. shame on me.!?
