The payout was capped at the estimated value of the actual buildings as of September 10 2001, which was capped at 4.5 billion. This does not cover the replacement cost of the towers,lost rent,and the rent that Silverstein STILL HAS TO PAY ON THE SITE, a hundred million dollars a year. Silverstein lost a massive amount of money on this.

WHY would Silverstein do it? The WTC was 95% occupied, and he has lost the rental income for 8 years and counting, with four more years until the expected completion of some of the buildings, with others put on hold.And he has to pay a hundred million dollars a year on rent. He is losing BILLIONS, with only the 2001 value of the buildings themselves covered by insurance, not lost rent, not reconstruction costs.WHY burn down a profitable business for the insurance?
