Neither. It's a Rally America rally car. They all have to be street legal and insured to drive on the transits of the rally. Most are built from regular cars and that's why it has power windows.

Any jump like this where the car is still drivable is good by me. I'll bet that closer inspection of that car revealed a LOT more damage than just the windshield and mud flaps.
