from the looks of it it seems pretty simple to make just get a glow stick and a marker/highlighter (somthing of that sort) empty out the marker... and fill it back up with the glowstick juice... if you dont use a push one like the one in this video just give it a bit and itll go to the tip... i sugest maybe washing the old tip with water so you dont acedently color on your wall...
