how come 9-3 normally responds to wires down gas leaks brush fires and such and 9-5 responds to more accidents structure fires and fire alarms?

That is just the way we have our running order set up. 9-3 is the secondary engine out of 9, so it handles those type of runs as well as engine assists. 9-5 has the full compliment of rescue tools, so that is why it handles crashes and it is set up to run 1st on structure fires.
