No, Brenda did not speak Laos in that Disney Channel interview. She spoke Hmong. She specifically said she was Hmong, but that her mom was Thai.
Hmong is different with Laotian people. Aren't you a Hmong from the Hang clan?

Her dad is Hmong. Her mom is Thai who was adopted by a Hmong family. She was born and raised all Hmong.
Her last name is really XIONG. In Hmong ethnicity, there are only 18 clans, ie. 18 last names.
She used the last name SONG because it is an Americanized Korean name to make it easier for the American audiences to remember.
