If you use a save state and it starts the game automatically with the save state, it runs slow. You have to reset and load the save state again. You're using VBA right? Then that should work.

If you mean on this video, you can't, sorry.

But in the game, if you are using an emulator, go to Options->Frame Skip and set it to a lower number.
