Powai Lake before monsoon

on june 1,2010,when i was passing around powai lake i took this video since the traffic stopped my car.Perhaps because of the last year's deficient monsoon,or for whatever reason was almost dry.the lake which never happens to be less than half-full with a lot of those water plants spreading on the surface was being dredged on the surface.In my ten years of continually watching this lake,it was never so devoid of water.To console oneself,whether they drained the water deliberately to facilitate the undergoing dredging process?
