@muchtentoft Because does physics (Particle Accumulation, and advanced fluid rendering) don't exist yet. Most of what you perceive as water in a game, is just a 2D Plane with a texture. Recently there have been textures/materials that "Manipulate" the 2D Plane to give if waves and such, but even so, it is still just a 2D Plane with water texture on top of it...
This is in all games essentially.....
