While it is true that you should use all three to have an even tightening it's because the chuck ring can move from side to side (it rotates and therefore must have clearance to do so. Each hole doe NOT tighten only one jaw of the chuck. The ring tightens all three at once bu because of the slop does not always tighten all three evenly.

your very correct you need to tighten all 3 in chucks that use chuck keys, even on a lathe or mill the same is also very true
