If you want to blame some one for this, then you blame the Japanese government. They were the ones who decided on attacking the United States. The U.S. did what any country would have done, defend themselves and save as many lives of their people as possible. Invading the Japanese mainland would have been severe carnage, only matched by that of Germany and the Soviets.
If Japan had had the bomb, you better believe they would have dropped it on an allied city.
