Those preheats might only be electronic preheats-starting first strike. They may also be (if its a thick tube) quick, rapid, electronic ballast or instant start lights. You should read it up on wikipedia!
Where I live, almost all houses have Solar, with electric or gas backup. My grandma In Norway has electric heating in the bathroom floor. The problem with the water ones is that they can have air bubbles or a pipe can burst-causing issues
