From the Video it looks as if they were the ones constrained in manuerability. If your calling Security to a vessel that is constrained in its maneuverability when you have space, time, power and ability to safely wait or maneuver out of the way you are wrong. Yes we have rules of the road to help make the actions of others safer and predicable and they should be obeyed. A most basic rule is don't create a hazard by insisting on the right of way to a constrained vessel.
