@baigandine Convenient theory but it doesn't hold up to reality. Check out "Working Toward Whiteness" by Roediger. Where you are born may matter, but ultimately people aren't stone and change constantly, its inevitable. It may take a generation, but that has always been the case.

On the substance of "they need to learn English", they are forgetting that the USA has no official language, while a majority of the population does indeed speak English (about 86%) you can not make it a requirement for citizenship without making it the official language first.
