H.A.R.M. Missile Crisis and the Libya Bombing Raid on April 15, 1986. The U.S Navy and U.S. Air Force were involved in a bombing raid against targets inside Libya's capitol of Tripoli and the city of Benghazi in the early morning hours of April 15, 1986. Over 300 men women and children were killed or injured in the private sector of both cities. Heavily damaged houses and several embassies including the French Embassey were hit. According to the Dingell Committee, errant H.A.R.M. missiles missed their targets not even coming close to their targets. Genisco Technology and Texas Instruments were the prime contractors on the guidance and control section of the missile. This False Claims Act lawsuit was filed and won after the 1986 amendment without a jury trial and is the first in the history of the United States since President Lincoln enacted the law during the Civil War in
1863 and was revised Oct. 1986 to curb the fraud that was taking place between the Union Merchants and the Union Army.
