I think i know what the problem is, because i had the same one. I tried it like 10 times and never got noticed, and even though the achievment description doesn't say it, I think you have to do it on veteran, because the first time i tried it on veteran, i got it.

I did it exactly like in this video. I guess a random guard probably sees one of the dead bodies without the sniper guy telling me. And they were never alarmed either.
