Where'd you get the dog from? Was he kept in a basement before you got him? Or maybe something fell on him while he was in the basement and remembers that. My dachshund had the child-safety gate fall on her, and for the longest time, she wouldn't go down the hall because she saw it. It took TONS of training to get her over her fear.

WOW!!!!!!!! What COLOUR!!!!!!!!!!!! He's just STUNNING!!!! and so cute! It's probably the type of stairs he's afraid of... you know, how there's a space between each one that you can see through? My mom's old dog was terrified of stairs like that.. would never touch em.. good luck!
