That is usually an indicator that train traffic is very heavy. Lights and gates that still use light bulbs are lines with somewhat to little train traffic and that it wouldn't burn the bulbs out. These gates have had too many bulbs to change till they got tired of changing them and replaced with LED's.

Nice RS3L! Its also nice to have some crossings on BNSF that the bells wait until the gates have fully risen rather than turning off before they rise!
