"The USS Cole bombing was a suicide bombing attack against the U.S. Navy guided missile destroyer USS Cole (DDG 67) on October 12, 2000 while it was harbored in the Yemeni port of Aden. 17 sailors were killed". - wiki USS Cole
The Cole incident happened in the "we're out a here days" of the Clinton Administration. At some point, Al Qaida pronounced that the lack of response by the new Bush Admin gave them the motivation to plan Sept 11th.
