Any idea of mass shelters ended with the H-Bomb from the mid 50's, much more destructive and added to the newly developed rockets to carry them, no defence against them either.
Hence Britain relied on deterrence to prevent a nuclear attack, part of this was to make the USSR think that an attack on the UK might well fail in destroying government totally so preventing retaliation attack on the USSR.
CND were wrong, deterrence DID work,

I assume having the bunker inside the bulls-eye was because they couldn't be sure of getting the people outside the bulls-eye on very short notice.
I saw four or five of those bunkers when I was in the RAF.
They are very easy to spot, just look for a standard MOD pattern bungalow with parking for four-hundred cars next to it.

"Too expensive and impractical to provide shelters for the general public", yet the Swiss were able to.
Truth is it was deemed more cost-effective to let the "little people" die.
