Turkey vultures are not "stupid brutes" they have keen senses, mate for life, and are devoted to their families. My guess is a turkey vulture as well, if it was seen in North America.
Do you mean a turkey vulture, or a buzzard? One lives in N. America, the other in Europe. This doesn't look like a buzzard. Again, we don't know where this was taken.
Looks like a vulture to me. An important detail you left out was where you took this video, because that narrows down the kind of birds you'd expect to find.

If this was taken in North America, then I'd have to say turkey vulture. Note the wings held at an upward angle.
