The CIA was supposed to provide intelligence and electronic surveilliance. The CIA called the Peruvian Air Force and they didn't expressed their doubts through the radio (they were mumbling). The communication was very poor and the rules of engement were not followed. The least thing to do was to call abort upon these doubts knowing that even tough it was the Peruvian Air Force call it was also based on the information and identification provided by the CIA. Very misleading.
What sanctions? They kill dozens of people everyday...
And Dennis C. Blair, the director of U.S. national intelligence told the House Intelligence Committee the government has the right to kill Americans abroad.

@rusty1491 Certainly but ultimately isn't the decision of the Peruvian governments responsibility? The video shows the CIA agents clearly doubted it was a bandit plane but the peruvian authorities went ahead with it. It was Peruvian gun ship that fired.
I pray those involved will see justice, but like all high ranking government officials they protect their own. I doubt anything outside of an early retirement will happen.
