Has the Dr connected HAARP The High Frequency Active Auroral Research program as a possible and probable cause for such effects? How many people know of Weather Warfare? how many know of a treaty that was signed by governments NOT to use weather warfare in an event of a war?

..increasingly clear? Hardly. Can you say 'sun spots'? Volcanoes? There have always been temperature fluxuations and droughts. Change happens. Trust the assumptions of a Ph.D. dwelling in the theoretical which borders on fairytale. They really don't know! Do research yourself.
Same folks that gave us the ozone hoax. And Algore, our national disaster, carbon profiteer.
