Soviet news reports: the Chairman of the Presidium of the Supreme Soviet of the USSR, Leonid Brezhnev, and the Chairman of the Presidium of the Revolutionary Council of Afghanistan, Nur Mohammad Taraki, were in Moscow in 1978 and signed several treaties, including the famous "Twenty-Year Treaty of Friendship".
