Hmm... they tried that in South Africa, and it didn't work out so well: in the 1990's Forty percent of the countries rich land owners were forced to abandon their land and flee the country... during that time the agricultural production of the South Africa fell by forty percent. The resulting out-flux of money and skilled labor decimated the South Africa's economy so badly that it still hasn't recovered.
