This is incorrect. It started with the hatred towards the Jews by a part of Germany's population plus hatred from the consequences of an economical depression and the abuses suffered after WWI (Germany was treated like the only one to blame for it). Hitler only took profit of that situation, he just lead all that negativity into what became the holocaust.
