Dubai opened the world's tallest building on Monday, hoping to shift international attention away from the Gulf emirate's debt problems, and rekindle the optimism that fueled Dubai's nearly 10-year construction boom. Construction of the 200-story skyscraper, now called the Burj Khalifa, began at a time when Dubai's fortunes seemed limitless. Today, it's a different story for the tiny Arab emirate.
