London entered recession last year with high structural worklessness. 1,500.000 of Londoners are already out of work, many of them from disadvantaged groups and many of them with multiple barriers to work, which means that they have been out of work for a considerable period of time. The challenge is to help those who are now losing their jobs to find new work (preventing todays short-term unemployment becoming tomorrows long-term worklessness) while also providing support to the long-term workless (so that we do not produce a lost generation).
