A very beautiful song and well performed by Vera Lynn. The lyrics to the song was written by Arnold Goland, and the music by Jack Gold. However, and even though both gentlemen, apparently were very talented, the internet unfortunately only provides very scanty information on their persona. The only conclusion i've been able to come to is that they were American and - judging by their family names - of Jewish ancestry.

You can also ear the 1967 version sung by Françoise Hardy : ''Comment te dire Adieu'' (French lyrics and new specific sound by Serge Gainsbourg).

this song reminds of a love one in the past. thanks for posting
