@kakler1 your right im not a track runner, im a student studying exercise science. You cant slow down lactic acid in an anaerobic evet because it requires oxygen to do so and to work anaerobicly which is to work without oxygen. Clearly you dont run track or else you would know that as lactic acid builds up, the only way to keep your speed from slowing down significantly is to maintain your technique by continuing to lift your knees.

the drive phase is the fastest phase in running
and as u lift
u use up more energy
so ur muscles r gonna fill with acid and slow down
so he is teaching u how to slow that acid down more

hes talking about 100. you do slow down in the 100m but its not till about 60 70 meters so like blackmon7 said this technique is about getting your knees up so you decelerate slower than everyone else.

dude hes talking about the last phase in running where you dont try to speed up. He is talking about the lift phase which is all about trying to decelerate the slowest.

By lifting up ur leg so high, u will not be able to speed up. This might be useful for 400m but not 100m i guess. .

he is referring to the 100m. Toward the very end of the 100m this is point in which the body can not accelerate any more. At this point you speed slowly begins to decelerate. This tip on lifting towards the end is the best technique to make sure you speed decelerates as slow as possible.
