i layed the game and this never ever evr came up so how does it come up?

You have to talk to Liara or Ashley inbetween missions, treat them nicely and you will get this cutscene near the end of the game. Bear in mind that you can only have a "romantic story" with one of them.

Just play the game and eventually you will get a romantic scene with Liara or the human chick. ;-)
