acceptable splice loss is determined by the owner of the fiber you are splicing for. usually specified in the contract and or spec book at the begining of the project. i personaly have never seen anything over a .03 be acceptable and every splice had to be accounted for on the machine and after all splicing was completed and tested with the otdr, being saved to the drive on the otdr, to cd and turned into owner for review and acceptence.

fiber optic cable can handle up to -40C..and if not moved it can handle more.

True the only complete way to access loss is the use of an OTDR but, the machines are pretty accurate.

Yes, that was really nasty one. He had to redo it because of the loss.
Our work site was 10m below ground level, in a corridor 1,5m wide.
