The U.S. does have some of the best Hackers in the world. However i would say 99% of them don't work for the U.S. Government like you say.

Most work freelance & gather information for the highest bidder or they just steal the funds they want.

Hacking doesn't get complicated until you start advanced techniques that are almost impossible to stop. Techniques of which the U.S., Chinese & every other country don't have a clue of.
