even if we required every person to get their pet fixed there would still be plenty of strays reproducing and plenty of idiots not getting it done. Not having any more cats is NOT the worst thing that can happen. I'd rather not have them than have them suffering, but that is never going to happen.

we had brought a momma cat and her 4 kittens home one day and we didnt know that there was a male outside roming around when we set them free to be in the barn but we still feed and take in sick ones..but now there is like 12-14 cats and like 10 kittens!we r trying to round them up to get them good homes but they wont come near us!

There are very cheap spay and neuter programs everywhere. Just google them.

There are too many unwanted pets for this to realistically happen. No one can ever locate and catch all of them. If you cannot personally provide a home for all the offspring of your pets (both financially and physically) in the case you don't find a home for the litters, it is irresponsible ownership NOT to neuter.
