This is because they removed them to hook up electricity for all the vendors and booths at the festivals they have down there during the summer,I agree though that they should be covered when not in use.Typical Warren bureaucracy.They wont do shit until some kid gets electrocuted.

Believe it or not, people steal them. In the hard times this area is going through, people will steal anything to scrap it for money. These historic light posts are no exception. There was some extra light poles behind the YMCA at one point in time near the back door, and someone stole those a few years back. The plates can be taken off, but the poles can't be stolen too easily if they are in the ground.
