I try to do onsite optimization for 2 or 3 phrases PER PAGE ... and then you can really tackle an unlimited number of phrases per page using offsite methods ... this is done using backlinks with the anchor text (the words that actually link back) as your desired keyword phrases ... does that help? ;)
