Does this require you to buy two accounts to work on one computer?
If so, I think it is more efficient to actually use another computer.

you are right that it is easier to just use another computer but there are useful scenarios:
1) you only have access to one computer
2) you have multi-monitor setup
3) don't want to start second system up just to trade items to mule
4) running multiple accounts during AFKable festival event
