Don't shut the water off, most of those stop valves haven't been touched since they were installed and it's only going to make the valve leak around the packing gland when you reopen it.

When you pour the water from waist high, you want to pour a lot more than the thin stream shown in this video.

Many clogs are from using too much paper, and if you let it sit the water will break up the paper and it will plunge/flush down.
