to make your sims dance on a table or a counter they just have to be a party animal.
if they aren't already one, use the [testingcheatsenabled true] code to make them one.(you have to shift click on them)

iv heard on some videos that you gotta drink something called The big mistake and some sims already have the option to dance on a table. Im gonna try it tonight. :D
